How does the bank determine the credit card limit?

The credit limit is dependent on whether the card is secured or unsecured. For cards secured by cash, the cash value must be 110% of the credit limit. For unsecured cards, the credit limit is approved on a case-by-case basis and is up to 2 times the monthly salary/income of the applicant or $10,000, whichever is lower.
